Accepting Government Purchase Cards requires a different type of merchant account than a standard retail or internet account.

3 out of 5 suppliers have NOT been  set up to process purchase cards properly.

This means  3 out of 5 suppliers are losing up to 40% of additional profits and may be losing businesses their not even aware of.


Many businesses have relied on their bank or existing processor to set up their account. This is fine if you sell if your a retail store accepting consumer and debit cards,

Visa Large Purchase Advantage Interchange Fee Programs to GSA Purchasing Transactions 


In 2013 Visa Expanded its Large Purchase Program to support GSA Transactions yet, many contractors and suppliers are not set up to take advantage of this.

Previously this program only applied to non-GSA Purchasing Cards.

The following criteria will be required in order to be eligible for this program: 

  • Non-Travel MCC
  • Transaction amount greater than $10,000.00
  • Meet 8 day clearing timeliness

CPS-qualified with one of the following CPS programs: 

  • CPS/Card Not Present
  • CPS/Electronic Commerce – Basic
  • CPS/Electronic Commerce Preferred – Retail

Contractors and Suppliers will need to ensure their processors have them set up properly to take advantage of this tremendous cost reduction.  If you see Non-Qualified fees on your statement this is a red-flag your processor has you set up incorrectly.

Merchants and or suppliers to sell to the government or businesses can significantly add hundreds  even  thousands to their bottom line revenues from gaining and understanding of how purchase cards P-cards differ from your standard commercial and consumer transactions.

Accepting purchase cards from your clients is one of the only times your rate is not solely determined by your processor.

Purchase cards have tiered rates which vary by more than 1% based on information that comes from you, NOT your processor.

This was to encourage merchant support and participation of the Purchase card programs by creating special incentive rates.  It will require you update your technology, but will result in a 30%-40% reduction if your fees.

You will also need a pricing model which shows the true interchange cost, (often called Pass Thru or Interchange Plus

If you have a tiered rate, these transactions will automatically downgrade to Non qualified.

With plus you will pay one of several rates based on any additional information you send with the transaction.  This can vary from 1.80%-2.95%

Most suppliers process these transactions like any other standard commercial card, not realizing there is a difference and that by doing this they are giving up 30% more in potential bottom line revenues.  There are not GSA Level-3 Mandates yet, but Level 3 is a requirement for some contracts recently awarded and Level 3 is in demand from federal buyers.

Accepting GSA Purchase Cards and Level 3 Line Item Detail

All GSA Schedule contractors are required to accept government purchase cards as a form of payment. The majority of contractors and suppliers look to their bank or existing processors and accept government P-Cards like a standard commercial transactions not realizing there is a difference or that this is cutting into their profits by 30% or higher.

There is a lot of bad information about credit card processing both online and off. It seems like everyone is selling merchant services and has conditioned most merchants to become complacent and focus only on rate.

The payments industry is much more complex than most people realize. I won’t go into detail on this post but there are over 150 difference rates for commercial and purchase transactions alone.

You don’t have to become an expert but a basic understanding on how Purchase cards differ from standard commercial transactions will save you 30% in fees.

Purchase cards have tiered rates and are priced differently than commercial transactions. This was done to encourage contractors & suppliers to support the  Purchase Card programs by reducing the supplier’s transaction costs when Level 3 line item detail is provided with the payment transaction.

Contractors have the ability to reduce transaction cost by 30% and more.  Many contractors are under the impression because they have a cost plus rate or was told they have a good rate that they actually do.

Keep this in Mind. All Processors Have The Same Cost.  This is called interchange and amounts to 80% of the fees you pay. This is set by Visa and MasterCard and can be found here.

The rates you see listed do not go back to your processor but the issuing bank of your client making the purchase.  Contractors who are accepting government payments without Level 3 are giving up 30% in profits right off the bat.

You can see from the interchange chart Page 6 for Visa and 10 for MasterCard that costs for commercial transactions vary depending on whether level 3 data is present.


Commercial Level III 1.95% + $0.10
GSA Large Ticket 1.20% + $39.00


Data Rate III 1.75% + 0.10 1.91% + 0.10 1.96% + 0.10  
Large Ticket I 1 1.20% + 40.00

Level 3 varies from 1.75%-1.97%.   Savings is increased on Large Ticket Transactions.

This is very important.  Interchange shows the cost for each type of card. Without level 3 your processors cost is Level 2 or Level 1.

The ONLY Way you will see rates below 2%  for P-cards is if you are processing Level 3 transaction detail and you processor has set you up correctly.

Level 3 can and will provide suppliers significant savings while helping them look more attractive to government buyers.

Understanding Government Purchasing Cards and Level-3 processing

On the surface, a Purchase Cards look like your average consumer or business card, but they posses more business or  more features, controls and capabilities. A typical Purchase Card can be setup to control:Total monthly spend

  • Number of monthly transactions
  • Number of daily transactions
  • Daily spend
  • Monthly spend
  • Amounts per transaction
  • Where the card may be used with MCC restrictions

These extra control features help buying organizations manage their purchasing policies and processes.


The most differentiating characteristics of Purchase Cards is that their transactions can be processed with the same level of information generally found on an itemized invoice.

This is called “Level-3 line item detail. Level-3 information contains information about the items purchased such as Item Part Number, Description, Quantity, Unit of Measure, Price and more.

Level-3 data must come from the merchant and be transmitted with the payment transaction.
When this happens and if the merchant is set up properly Level 3 processing provides very significant cost savings.  30%-40% Less than you would generally pay for these types of transactions.

This is further increased for larger ticket transactions which saves can be as high as 70%.

What is level 1, 2 and 3 data

Data regarding transactions made on a purchase card is passed by the merchant to its bank through Visa’s network. The amount of data associated with the transaction determines the level. Level 1 is generally retail merchants.

Level 1 Data: Standard commercial transaction information, including total purchase amount, date of purchase, merchant name, etc.

Merchants have financial incentives to pass more data with each transaction. Government agencies can utilize level 2 and 3 data for data mining, analytical, sourcing, and other capabilities.

Level 2 Data: Sends Level 3 information and adds  merchant category code, , accounting code,sales tax amount merchant TIN, 1099 status and merchant zip code,minority/women owned business codes and other data elements.

Level 3 Data: This can include summary data or full line-item transaction detail. In addition to the data in level 2, level 3 will provide fields for quantities, unit cost, product codes, descriptions, zip code, duty amount, freight, order date, order # and other transaction information.
