Point of Sale & Transactional Data Technical Information

The following information is provided for informational purposes only to provide technical background information on the Point of Sale & Transactional Data initiative to vendors.

Transactional Data

  • Level-3 “transactional” Data: is an “electronic invoice” with line-item details. It defines “what” is being purchased, “’how” the sales takes place, “who” is involved in the transaction, and “when” it takes place, it combines that information with the basic payment data and delivers it electronically to the issuer.
  • Level-3 line item detail provides data elements such as a description of the product, quantity, unit-of- measure, price, price discount applied and sales tax information when applicable. It adds transparency and accountability to the taxpayer’s money spending process.
  • These data elements are combined with basic transaction information such as the merchant establishment information and cardholder information.

    Value Proposition for Vendors:

  • Faster funding: Improves profitability by reducing payment time from 30-45 days on an invoice to 2-3 days for electronic payment. Faster payments reduce your cost of floating funds until payments are received
  • Savings – MasterCard and Visa have created special rates to support Purchase Card programs reducing the merchant transaction costs (Interchange) if Level-3 line item detail information is transmitted with the card payment file. By providing Level-3 data, a supplier may reduce their credit card processing fees – often by 30% to 40%.
  • NOTE: The examples below show the “Wholesale” Cost from Visa and MasterCard (Interchange) to the Acquiring Banks. The true cost to the Vendors/Merchants will be higher because they will include additional charges from the Bank and/or Independent Agents servicing their merchant processing accounts. Most independent sales agents work on commissions or “residual income”.
  • SUGGESTION: Vendors should ask their merchant processor for a pricing model which shows the true interchange cost, plus a constant profit margin (sometimes called “Interchange Plus”, or “Pass-Through Plus” by the Processors).
  • Example #1, Visa Interchange Exercise:
    Cost for a $5000 Visa transaction without Level 3 Data: $139 or 2.78% Cost for a $5000 Visa transaction with Level 3 Data: $99 or 1.98%
    Cost for a $3000 Visa transaction without Level 3 Data: $99 or 3.30%
    Cost for a $3000 Visa transaction with Level 3 Data: $75 or 2.50%
  • Example #2, MasterCard Interchange Exercise:
    Cost for a $5000 MasterCard transaction without Level 3 Data: $147.50, or 2.95% Cost for a $5000 MasterCard transaction with Level 3 Data: $102.50, or 2.05%
    Cost for a $3000 MasterCard transaction without Level 3 Data: $88.60, or 2.95% Cost for a $3000 MasterCard transaction with Level 3 Data: 77.58%, or 2.58%

Visa Enhanced Data and Level 3 Detail

If your company sells to the government or other businesses you can benefit from including level-3 line item detail/Enhanced Data  with your government and commercial credit card transactions. If your processor has you set up properly you can reduce the cost of commercial and government transactions by up to 40%

 

Supplying level-3  detail and lower your discount rate by as much as 1.0% – 1.5% when compared to non-Level-3 processing.  Commercial and government transaction are priced different than other

types of credit cards.  Providing level 3 detail lowers cost or interchange, this is important because 100% of interchange goes back to the bank that issued the credit card, not your processor.

In fact, despite the belief most business owners have up to 80% of the fees businesses incur for accepting  credit cards goes back to the bank that issued your clients credit card.  Not credit card processors.

Processing Government Purchase Cards

Accepting Government Purchase Cards requires a different type of merchant account than a standard retail or internet account.

3 out of 5 suppliers have NOT been  set up to process purchase cards properly.

This means  3 out of 5 suppliers are losing up to 40% of additional profits and may be losing businesses their not even aware of.

 

Many businesses have relied on their bank or existing processor to set up their account. This is fine if you sell if your a retail store accepting consumer and debit cards,

but if your selling to the government or other businesses and processing government or commercial transactions like you

would any other card, your losing up to 40% of additional profit.

 

 

special rates were created to encourage suppliers to send Level 3 payment data on purchase cards which in turn will assist buyers in managing their purchase card programs.

 

The GSA States Level -3 is in demand and participating vendors may experience interest as well as reduce transaction costs by up to 40%.

Both Visa and MasterCard maintain data bases showing which GSA vendors are sending level 3 data.

 

This reduction in cost for sending level 3 transaction data does not come from your existing payment processor or rate, but  lowers a part of interchange (cost) that will otherwise go to the bank issuing the credit card.

This is most likely the reason 3 out of 5 suppliers are not set up to receive level 3 interchange discounts.  If you sell to the government or other businesses and your processor or rep hasn’t talked to you about this, I suggest calling and experienced level 3 payment consult for a no obligation purchase card audit.

GSA has not mandated Level 3 (yet), but suppliers can use this to reduce costs as well as get a competitive advantage over their competitors.

Visa Large Purchase Advantage Interchange Fee Programs to GSA Purchasing Transactions 

 

In 2013 Visa Expanded its Large Purchase Program to support GSA Transactions yet, many contractors and suppliers are not set up to take advantage of this.

Previously this program only applied to non-GSA Purchasing Cards.

The following criteria will be required in order to be eligible for this program: 

  • Non-Travel MCC
  • Transaction amount greater than $10,000.00
  • Meet 8 day clearing timeliness

CPS-qualified with one of the following CPS programs: 

  • CPS/Card Not Present
  • CPS/Electronic Commerce – Basic
  • CPS/Electronic Commerce Preferred – Retail

Contractors and Suppliers will need to ensure their processors have them set up properly to take advantage of this tremendous cost reduction.  If you see Non-Qualified fees on your statement this is a red-flag your processor has you set up incorrectly.

Purchase Cards and Level-3 Line Item Detail

Merchants and or suppliers to sell to the government or businesses can significantly add hundreds  even  thousands to their bottom line revenues from gaining and understanding of how purchase cards P-cards differ from your standard commercial and consumer transactions.

Accepting purchase cards from your clients is one of the only times your rate is not solely determined by your processor.

Purchase cards have tiered rates which vary by more than 1% based on information that comes from you, NOT your processor.

This was to encourage merchant support and participation of the Purchase card programs by creating special incentive rates.  It will require you update your technology, but will result in a 30%-40% reduction if your fees.

You will also need a pricing model which shows the true interchange cost, (often called Pass Thru or Interchange Plus

If you have a tiered rate, these transactions will automatically downgrade to Non qualified.

With plus you will pay one of several rates based on any additional information you send with the transaction.  This can vary from 1.80%-2.95%

Most suppliers process these transactions like any other standard commercial card, not realizing there is a difference and that by doing this they are giving up 30% more in potential bottom line revenues.  There are not GSA Level-3 Mandates yet, but Level 3 is a requirement for some contracts recently awarded and Level 3 is in demand from federal buyers.
