Point of Sale & Transactional Data Technical Information

The following information is provided for informational purposes only to provide technical background information on the Point of Sale & Transactional Data initiative to vendors.

Transactional Data

  • Level-3 “transactional” Data: is an “electronic invoice” with line-item details. It defines “what” is being purchased, “’how” the sales takes place, “who” is involved in the transaction, and “when” it takes place, it combines that information with the basic payment data and delivers it electronically to the issuer.
  • Level-3 line item detail provides data elements such as a description of the product, quantity, unit-of- measure, price, price discount applied and sales tax information when applicable. It adds transparency and accountability to the taxpayer’s money spending process.
  • These data elements are combined with basic transaction information such as the merchant establishment information and cardholder information.

    Value Proposition for Vendors:

  • Faster funding: Improves profitability by reducing payment time from 30-45 days on an invoice to 2-3 days for electronic payment. Faster payments reduce your cost of floating funds until payments are received
  • Savings – MasterCard and Visa have created special rates to support Purchase Card programs reducing the merchant transaction costs (Interchange) if Level-3 line item detail information is transmitted with the card payment file. By providing Level-3 data, a supplier may reduce their credit card processing fees – often by 30% to 40%.
  • NOTE: The examples below show the “Wholesale” Cost from Visa and MasterCard (Interchange) to the Acquiring Banks. The true cost to the Vendors/Merchants will be higher because they will include additional charges from the Bank and/or Independent Agents servicing their merchant processing accounts. Most independent sales agents work on commissions or “residual income”.
  • SUGGESTION: Vendors should ask their merchant processor for a pricing model which shows the true interchange cost, plus a constant profit margin (sometimes called “Interchange Plus”, or “Pass-Through Plus” by the Processors).
  • Example #1, Visa Interchange Exercise:
Cost for a $5000 Visa transaction without Level 3 Data: $139 or 2.78% Cost for a $5000 Visa transaction with Level 3 Data: $99 or 1.98%
Cost for a $3000 Visa transaction without Level 3 Data: $99 or 3.30%
Cost for a $3000 Visa transaction with Level 3 Data: $75 or 2.50%
  • Example #2, MasterCard Interchange Exercise:
Cost for a $5000 MasterCard transaction without Level 3 Data: $147.50, or 2.95% Cost for a $5000 MasterCard transaction with Level 3 Data: $102.50, or 2.05%
Cost for a $3000 MasterCard transaction without Level 3 Data: $88.60, or 2.95% Cost for a $3000 MasterCard transaction with Level 3 Data: 77.58%, or 2.58%

Visa Enhanced Data and Level 3 Detail

If your company sells to the government or other businesses you can benefit from including level-3 line item detail/Enhanced Data  with your government and commercial credit card transactions. If your processor has you set up properly you can reduce the cost of commercial and government transactions by up to 40%

Supplying level-3  detail and lower your discount rate by as much as 1.0% – 1.5% when compared to non-Level-3 processing.  Commercial and government transaction are priced different than other

types of credit cards.  Providing level 3 detail lowers cost or interchange, this is important because 100% of interchange goes back to the bank that issued the credit card, not your processor.

In fact, despite the belief most business owners have up to 80% of the fees businesses incur for accepting  credit cards goes back to the bank that issued your clients credit card.  Not credit card processors.

The only negotiable fee is the processors markup.  Interchange remains the same regardless of the processor.  By providing level 3 detail and working with an experienced level 3 payment processor/consultant

your business can gain additional revenue that is and will otherwise go to the card issuing banks.

Questions about Level 3 or currently processing level 3 and want to confirm your getting 100% of the available discounts. Give us a call at 888 790 3450 or email

Revolution Payment Systems can support Level-3 processing through Quickbooks, Magento, and mobile transactions.

Processing Government Purchase Cards

Saturday, July 26th, 2014

Accepting Government Purchase Cards requires a different type of merchant account than a standard retail or internet account.

3 out of 5 suppliers have NOT been  set up to process purchase cards properly.

This means  3 out of 5 suppliers are losing up to 40% of additional profits and may be losing businesses their not even aware of.

Many businesses have relied on their bank or existing processor to set up their account. This is fine if you sell if your a retail store accepting consumer and debit cards,

but if your selling to the government or other businesses and processing government or commercial transactions like you

would any other card, your losing up to 40% of additional profit.

special rates were created to encourage suppliers to send Level 3 payment data on purchase cards which in turn will assist buyers in managing their purchase card programs.

The GSA States Level -3 is in demand and participating vendors may experience interest as well as reduce transaction costs by up to 40%.

Both Visa and MasterCard maintain data bases showing which GSA vendors are sending level 3 data.

This reduction in cost for sending level 3 transaction data does not come from your existing payment processor or rate, but  lowers a part of interchange (cost) that will otherwise go to the bank issuing the credit card.

This is most likely the reason 3 out of 5 suppliers are not set up to receive level 3 interchange discounts.  If you sell to the government or other businesses and your processor or rep hasn’t talked to you about this, I suggest calling and experienced level 3 payment consult for a no obligation purchase card audit.

GSA has not mandated Level 3 (yet), but suppliers can use this to reduce costs as well as get a competitive advantage over their competitors.

Processing Government Credit Cards

Thursday, April 24th, 2014

Revolution Payment Systems is a leading advocate and Level III payment processor to Government Vendors and Contractors.

Some of the things we do for contractors is.

  • Increase GSA net profits by 10%
  • Gain access to restricted opportunities
  • Simplify invoicing and reporting
  • Look more attractive to government buyers.

Many contractors and suppliers have relied on their banks or processors to set them up to process payments from the government .   Its unfortunate that many processors only teach reps what they need to know to close a sale.  Things get  much more complicated when you process a government or commercial card.  . Many other factors come into play.

In-fact there is a way to reduce the cost of these transactions by up to 40% and has nothing to do with your current processor, nor matter your current rate.

Your rep could be the nicest person in the world, but doesn’t mean this is the best for your business and your bottom line. If your processing government credit cards just like any other card you accept your losing potential profit and can prove this to you.

Give me a call if you have any questions regarding processing Government P-cards . GSA SmartPay or if your required to process Level-3 line item detail. Acceptance of Government Credit Cards – Level 3 Data

Purchase Cards and Level-3 Line Item Detail

Sunday, March 30th, 2014

Merchants and or suppliers to sell to the government or businesses can significantly add hundreds  even  thousands to their bottom line revenues from gaining and understanding of how purchase cards P-cards differ from your standard commercial and consumer transactions.

Accepting purchase cards from your clients is one of the only times your rate is not solely determined by your processor.

Purchase cards have tiered rates which vary by more than 1% based on information that comes from you, NOT your processor.

This was to encourage merchant support and participation of the Purchase card programs by creating special incentive rates.  It will require you update your technology, but will result in a 30%-40% reduction if your fees.

You will also need a pricing model which shows the true interchange cost, (often called Pass Thru or Interchange Plus

If you have a tiered rate, these transactions will automatically downgrade to Non qualified.

With plus you will pay one of several rates based on any additional information you send with the transaction.  This can vary from 1.80%-2.95%

Most suppliers process these transactions like any other standard commercial card, not realizing there is a difference and that by doing this they are giving up 30% more in potential bottom line revenues.  There are not GSA Level-3 Mandates yet, but Level 3 is a requirement for some contracts recently awarded and Level 3 is in demand from federal buyers.

If you have any questions give me a call.  I will be happy to provide resources to validate this information.   888 790 3450

How Revolution Payment Systems helps Government Contractors save an average of 30% on Credit Cards fees with Level 3 processing

Saturday, March 22nd, 2014

Revolution Payment Systems, is Leader in Level-3 Processing.  They are helping  government contractors save 30 percent and even 50 percent on government and commercial credit card processing by using their level-3 payment technology.

Many merchants who sell to the government or other businesses don’t  know the difference from  accepting a government  credit card vs. a standard commercial card.

On the surface, a Government Purchase Cards may look like a typical  commercial  or consumer credit card, but possesses more features, controls and capabilities.

A typical Purchase Card can be setup to control:

•   Number of daily transactions

•   Number of monthly transactions

•   Total monthly spend

•   Amount per transaction

•   Daily spend

•   Where the card may be used based on merchant MCC codes (industries)

The most differentiating characteristic of Government and Purchasing cards is their transactions can

be processed with Level-3 line item detail. This is information you would generally find on an invoice that is sent along with the payment transaction.

Government and purchasing cards have different tiered rates based on the level of information transmitted with the payment transaction.

Why Level-3 Processing is So Important if you Sell To the Government or other Businesses

All processors operate off the same cost which is called interchange. Interchange is regulated by Visa and MasterCard and can amount to 80% of the fees a merchant pays to accept credit cards.

Interchange goes back to the card issuing bank of a merchants customer, NOT credit card processors.   Level-3 processing lowers a part of cost that processors have NO influence over. So, if  you sell to the government or other businesses and is not processing Level-3, You’re giving up 30%-40% in additional fees.

Level-3 Processing may help you gain more business from the government.

The Government has not mandated Level 3 processing yetbut has added Level 3 processing as a requirement for some of the contracts recently awarded, Further, SmartPay training programs for Federal cardholders emphasize that buyers should look for Level 3 processing from the vendors when making a purchase.

Revolution Payment Systems has taken Level-3 processing to another level.

Revolution Payment Systems’ New Payment Gateway simplifies the way merchants process Level-3 Data.  Aside from the traditional Level-3 Processing, Revolution Payment Systems has the ability to send Level-3 Data on a merchants behalf  without them lifting a finger.

Whether a transaction is keyed in, processed over the internet, via a mobile device, through Quickbooks or swiped, their technology sends Level-3 payment detail behind the scenes.  Any  possible card that can qualify at Level-3 will. This is breakthrough technology that provides a tremendous value and savings for government contractors and businesses.

It also allows merchants who thought they didn’t have the time to manually enter Level-3 Data or didn’t qualify because they were 100% internet sales take advantage of Level-3 rates for commercial and government cards.

It’s virtually impossible to qualify every commercial and government card at Level-3, this could be due to a transaction being swiped which would limit the amount of time it would take to enter Level-3 Data, Internet or mobile transactions where customers don’t have the ability to enter the additional data requirements.

This is no longer the case when working with Revolution Payment Systems and their Level-3 Payment Technology.

At Revolution Payments, things are done differently, and have been for over 17 years. Revolution’s clients are some of the most educated consumers around. Why?  Because taking the time to give them straight answers about things they need to know is an important part of the Revolution business model.

Impeccable personalized customer service, straightforward statements, and knowledge about fees and technology are important to merchants, along with many ways to save money and run their businesses more efficiently.

Revolution Payments is revolutionizing the way merchants process Level 3 data. Merchants interested in learning more about Revolution payments should contact Sean Jones at sean(at)revolution-payments(dot)com
