Visa Eliminates Level 2 Incentives for Small Business Cards (2026 CEDP Changes)

Visa recently increased Level 2 interchange on Visa Business cards by 75 basis points, eliminating the pricing incentive merchants historically received for submitting Level 2 transaction data. This change, part of the evolving Visa CEDP framework, takes effect January 24, 2026 and significantly alters how Visa Business card transactions qualify for interchange. Under Visa’s updated rules, Level 2 interchange rates for Small Business cards increase by 75 basis points, effectively eliminating the historical pricing benefit merchants received for submitting Level 2 transaction data.

These changes apply specifically to Visa Small Business credit cards and do not affect corporate or purchasing card interchange rates.

Background: Visa’s Commercial Enhanced Data Program (CEDP)

Over the past year, Visa introduced the Commercial Enhanced Data Program (CEDP) as a framework designed to improve the quality and consistency of data submitted with commercial card transactions.

The Key Change: Level 2 Interchange Increases by 75 Basis Points

Effective January 24, 2026, Visa increased Level 2 interchange rates on Business cards by 75 basis points. These Visa Level 2 interchange changes eliminate the historical pricing incentive for submitting Level 2 transaction data.

This increase effectively removes the pricing incentive for submitting Level 2 transaction data.

Under the new structure, Level 2 transactions now price the same as Business Product 1 rates, meaning merchants receive no economic benefit for submitting the additional data required for Level 2 qualification.

Although Visa previously indicated Level 2 would remain available until April 2026, the 75 basis point increase effectively makes Level 2 economically obsolete for Small Business cards.


Corporate and Purchasing Cards Are Not Affected

One important clarification is that these updates do not apply to Visa Corporate or Visa Purchasing cards.

For those card types:

  • Interchange rates remain unchanged
  • Enhanced data submission continues to provide savings opportunities

The current update specifically impacts Visa Small Business credit card transactions.
